Emaar unveils vision for Dh200 billion Dubai mega-city designed for 150,000 residents
Five distinct districts combine luxury living, business and nature
DUBAI – Dubai-based developer Emaar Properties has revealed plans for what it describes as its most ambitious masterplan to date, a Dh200 billion development that aims to create a fully integrated urban destination capable of accommodating nearly 150,000 residents.
The project, which is yet to be formally unveiled in full, is set to become one of the largest master-planned developments ever conceived in Dubai. With a gross floor area exceeding 4.5 million square metres, the scheme will combine residential, commercial, hospitality, cultural and recreational components within a self-sustaining environment designed around future urban living principles.
The announcement marks another major milestone for the developer behind some of Dubai’s most recognisable landmarks, including the Burj Khalifa, Dubai Mall and Downtown Dubai. While Emaar has not yet disclosed the precise location of the project, the number of residential units or the timeline for sales launches, the scale and vision outlined by the company suggest a development intended to shape Dubai’s urban landscape for decades.
Emaar masterplan
According to Emaar, the masterplan will encompass a carefully curated mix of residential towers, luxury villas and mansions, Grade-A office space, retail destinations, hospitality assets and civic amenities.
The company said the development is designed to function as a “city within a city”, offering residents access to essential services, workplaces, leisure attractions and community facilities within a single integrated destination.
With a projected population of almost 150,000 residents, the project ranks among the largest community developments announced in the emirate in recent years. The scale of investment, at Dh200 billion, also places it among the most valuable real estate developments ever unveiled by the company.
Emaar stated that the project has been designed to transcend conventional real estate development by creating an environment where residential, commercial and social experiences are interconnected through a comprehensive urban ecosystem.
Vision for Dubai skyline
One of the defining elements of the masterplan will be its collection of landmark residential towers, which Emaar says will help shape a dramatic new skyline within Dubai.
The towers are being designed to maximise views towards some of the emirate’s most iconic landmarks, including the Burj Khalifa, Burj Al Arab and Palm Jumeirah.
At the upper end of the residential offering, the development will feature an exclusive gated villa enclave comprising five and six-bedroom homes as well as large-scale mansions. According to the developer, these residences will include private gardens, water features and resort-style amenities intended to set new benchmarks for luxury living in Dubai.
At the centre of the project, a major boulevard and high street district will act as the community’s commercial and social hub. Emaar said the area will bring together boutiques, restaurants, cafés and cultural attractions within a highly walkable environment designed to encourage interaction and public life.
The developer emphasised that pedestrian-friendly planning principles have played a central role in shaping the masterplan, creating what it describes as one of the region’s most human-centred urban environments.
Smart community
Technology and connectivity are expected to form a key pillar of the development.
Emaar said the project will be anchored by proposed metro connectivity and structured around the concept of the 20-minute city, a planning model that aims to ensure residents can access most daily needs within a short walk, cycle or journey from home.
The community will integrate advanced smart mobility infrastructure, intelligent building systems and comprehensive digital connectivity. Planned features include EV-friendly transport routes, app-based community management services and data-driven public infrastructure intended to streamline everyday life.
Schools, healthcare facilities, mosques, cultural institutions and retail centres are expected to be located within walking distance of residential neighbourhoods, reducing reliance on private vehicles and enhancing accessibility.
The focus on smart technologies reflects Dubai’s broader ambitions to strengthen its position as a leading global smart city while supporting sustainable urban growth.
Mohamed Alabbar, Founder of Emaar Properties, described the development as the company’s most ambitious undertaking to date.

What we are about to reveal is our most extraordinary dream yet: a place where the finest architecture, the most immersive landscapes and the most advanced thinking about how people live come together in one magnificent vision,” Alabbar said.
He added that the project reflects confidence in the future of the UAE and the country’s ability to foster innovation, investment and large-scale development.
Nature first
A major emphasis of the project will be placed on open spaces, wellness and nature-based living.
Emaar said the development will feature an extensive network of parks, swimmable lagoons, lakes, landscaped gardens and water streams integrated throughout residential districts. Shaded promenades and dedicated cycling routes will connect different parts of the community, creating opportunities for recreation and active lifestyles.
At the heart of the project will be a large district park designed to function as both a social gathering space and a natural retreat. Planned facilities include sports courts, event lawns, splash parks, beach-style leisure areas and outdoor wellness zones.
The developer also intends to incorporate public art installations, plazas and cultural programming across the community, reinforcing the role of public spaces in everyday life.
The masterplan will be divided into five distinct character zones, each catering to different lifestyles and demographic groups.
A Business Hub will provide a professional environment for companies and entrepreneurs, while an Urban District will focus on vibrant city living. A dedicated Young Families Cluster is planned to offer facilities tailored towards younger households, while a Family Living Zone will cater to long-term residential needs.
Completing the development will be the exclusive villa enclave, positioned as the most premium residential offering within the project.
Although each district will have its own identity and atmosphere, Emaar said they will be connected through a unified planning approach aimed at creating a cohesive community experience.
The full unveiling of the landmark development is expected shortly, with further details on location, launch schedules and residential offerings anticipated as Emaar moves ahead with what could become one of the most significant urban projects in Dubai’s history.
